Where the next generation of tax expertise is trained.

The WTL International Tax Centre is the network's education arm. Its mandate is academic — courses are designed and peer-reviewed by the WTL Council, and taught by members who helped shape the rules they teach. Its mission is practical: to train the in-house teams, advisers and administrators who must operate the most complex tax framework ever enacted.

The Centre runs fully online, with cohorts drawn from tax functions, firms and revenue authorities worldwide.

The WTL Pillar Two Certificate is the first Pillar Two training programme formally accredited by the Chartered Institute of Taxation (CIOT). Over twelve weeks, participants move from the architecture of the GloBE rules to the full computation: scope, effective tax rate calculation, the substance-based income exclusion, QDMTT, IIR and UTPR interaction, safe harbours and the GloBE information return.

Assessment is by examined case study. The first cohort begins in September 2026; enrolment opens in June.

The Centre publishes a quarterly working paper series on the questions implementation keeps raising — safe harbour design, QDMTT interactions, dispute prevention under GloBE — alongside the Annual Pillar Two Review, the Council's consolidated assessment of the year's legislation, guidance and administrative practice across implementing jurisdictions.

The Centre convenes the Global Pillar Two Summit — London, 12–13 November 2026 — bringing together the OECD Secretariat, national tax authorities, leading academics and senior practitioners for two days of working sessions under the Chatham House Rule. Attendance is capped; Certificate delegates receive priority access.
